The seventh gathering of the governmental focal points who are a part of the Latin American Network for Genocide and Mass Atrocity Prevention will provide the necessary space for engaging in meaningful dialogue and advancing concrete ideas and proposals for atrocity prevention in the region. It is the second of two biannual meetings of the network; the previous meeting was held in Montevideo, Uruguay in July 2016.

How can funders empower civil society organizations to prevent atrocities?  The Stanley Foundation and CRIES will present a new initiative they jointly launched in Buenos Aires in September 2016, the Latin American and Caribbean Mass Atrocity Prevention Network. Through the establishment of this network, civil society actors across the region have new opportunities to engage one another on important issues of prevention. Equally as important, the consolidated network will work directly with its state-based counterpart, the Latin American Network for the Prevention of Genocide and Mass Atrocities, to develop coordinated, informed approaches to prevention in the region and at the national level.

At this 57th Strategy for Peace Conference, Ambassador Ibrahim Gambari will give a keynote address at the conference. Ambassador Gambari is the Founder & Chairman of the Savannah Centre for Diplomacy, Democracy, & Development; former Nigerian Minister of Foreign Affairs; and former UN Under-Secretary-General.

Together with CRIES, the Stanley Foundation will host the launch meeting for a civil society-based Latin American and Caribbean Mass Atrocity Prevention Network in Buenos Aires, Argentina. The involvement and empowerment of Latin American nongovernmental agents of change is crucial to the development of solid and sustainable prevention initiatives. A proactive civil society can share their expertise in the field and, in partnership with other key players, enhance the capacity of governments to maintain a national infrastructure for resilience to atrocity crimes and genocide and ensure accountability and respect for the rule of law and democratic governance.

The overarching aim of this project is to make a contribution to prevent future flagrant and systematic human rights abuses and atrocity crimes in Latin America and the Caribbean, which could be perpetrated by state and nonstate actors, both during turbulent and peaceful times. It will also strengthen civil society advocacy efforts to support broader national, regional, and international human rights and mass atrocity prevention agendas.
